A bill intended to help the state keep better track of pollutants in rivers and streams was endorsed by the Senate Environmental Affairs committee by a vote of 12-0. The only trouble is that people seem unsure what it means. The good news is that the bill would apparently make it easier to regulate amounts of nitrogen and phosphorus flowing into waterways. But language in the bill that the Hoosier Environmental Council calls "vague" could lead to misunderstandings downstream.
