It's time to replace Wishard Hospital. The institution, which serves as the last resort for most uninsured people in Marion County, is a hodgepodge of buildings, many dating back to before World War II. A proposal is now in the works to create a new facility, with a price tag of $754 million (a little less than the cost of Lucas Oil Stadium). A referendum on financing the hospital with public bonds will be up for a vote Nov. 3. Matthew Gutwein, head of the county's Health and Hospital Corporation, says the hospital can be built without increasing taxes.
