The state Legislature is having a hard time figuring out what to do about Indiana's lack of unemployment insurance. You will recall that when he ran for re-election, Gov. Daniels bragged about Indiana's state surplus. What he neglected to say was that the funds for the unemployed were exhausted and would have to be bailed out by the federal government. This was because the state Legislature raised benefit payments and lowered employer premiums -- turning a surplus into a deficit. Now we're looking at a tax increase on businesses. Indiana businesses currently pay the federal minimum amount.
