I am not impressed with the sudden new urgency given the construction on 38th Street between Michigan Road and Fall Creek which began in March 2003. I am not disgusted because work was completed from Michigan Road to Capitol Avenue, I am disgusted because just last year they began work on 38th Street in front of the State Fairgrounds, which is now complete. I am disgusted because the work on 38th Street that began in March 2003 between Capitol Avenue and Winthrop Avenue is still a long way from being completed.
Work on much larger projects that began way after the 38th Street project has been completed, most of them ahead of schedule. Any excuse of why the construction on 38th Street between Capitol Avenue and Winthrop Avenue is inexcusable and the city should be working 24 hours a day, seven days a week to get this almost 4-year-old project done.
I hate to think that the work is taking so long because of the predominantly black population that lives in that area along 38th Street.
