Mayor Ballard, as promised, has made a number of proposals aimed at reforming the laissez faire state of ethical practices in city-county government. Among Ballard’s recommendations are that lobbyists register with the city, that people be prohibited from serving on a board or commission with which they have a financial interest and that council members be prohibited from working for a city agency.
