Mayor Ballard testified before the House Ways and Means Committee Monday and said Indianapolis will need legislative help to balance the city’s budget. He specifically said that he thought the state should pay the cost of police and fire pensions. Funny, but that’s what another mayor said. It didn’t happen, so that mayor raised the local income tax to pay for it. That helped get him beat last November.
