Thumbs down: Where's the fluff? 

When he ran for mayor, Greg Ballard said he could cut $70 million worth of “fluff” from the city’s budget. But the budget he proposed to the City-County Council — and that the council passed Monday night — cut a grand total of just $800,000. The budget also failed to provide for the 100 new police officers that last year’s income tax increase was supposed to pay for.
