Thumbs down: Bottoms up 

State legislators were all but toasting one another over their passing ethics reform. Now they have to pay for their own dinners at St. Elmo. But when it came to reforms that could actually save the state money or improve its political culture, that was another story. In spite of mountains of evidence showing that township government is a redundant waste and that district maps are jiggered to favor incumbents, legislators manged to scuttle efforts to reform these structural forms of corruption.
