Council committees for the week of Oct. 8, 2012 

Here's the week at glance for the City-County Council. It's a great week to bone up on all things budget. Citizens may attend council committee meetings in person, tune into Public Access Channel 16, or review the meetings via the city's on-demand archive.

The Council Committees may consider any pending business in accordance with the Rules of the City-County Council.

MONDAY

The Metropolitan Development Committee of the City-County Council, chaired by Councilman Leroy Robinson, will meet Monday, October 8, 2012, at 5:30 p.m. in Room 260 of the City-County Building.The following items may be considered by the Committee:

Appointment:

PROPOSAL NO. 330, 2012 – Appointment of Anthony Pearson to the Board of Code Enforcement

TIFs:

PROPOSAL NO. 274, 2012 – Urging the Metropolitan Development Commission to adopt the recommendations of the Council's Tax Increment Financing (TIF) Study Commission

TIFs:

PROPOSAL NO. 275, 2012 - Urging the Indiana General Assembly to adopt certain recommendations of the Council's Tax Increment Financing (TIF) Study Commission

$20 million bond proposal:

PROPOSAL No. 347, 2012 – approves the final bond ordinance authorizing the issuance of economic development tax increment revenue bonds in an amount not to exceed $20,000,000 to AUL/One America Financial Partners, Inc., to assist in the financing of the One America Garage to be located at the northwest corner of the intersection of West New York Street and North Illinois Street (District 15)

BUDGET HEARING review and analysis:

PROPOSAL NO. 285, 2012 - adopts the annual budget for the City of Indianapolis and Marion County for 2013 (Metropolitan and Economic Development portions only)

PROPOSAL NO. 328, 2012 - appoints Melissa A. Borom to the Equal Opportunity Advisory Board

Facilities management:

PROPOSAL NO. 329, 2012 - determines the need to lease certain space at 700 N. High School Road for use as a fire training facility by the Department of Public Safety, Indianapolis Fire Department

Rescinding homestead tax credit:

PROPOSAL NO. 287, 2012 - proposes an ordinance of the Marion County Income Tax Council to rescind the local homestead credit. effective November 1, 2012, under IC 6-3.5-6-13 and casts the vote of the Council on such ordinance

Public safety, Early Intervention Planning Council:

PROPOSAL NO. 288, 2012 - amends the Code to make the budget for the Early Intervention Planning Council part of the budget of the Department of Public Safety

Disability-owned business

PROPOSAL NO. 289, 2012 - amends the Code to add a program for utilizing disability-owned business enterprises

PROPOSAL NO. 285, 2012 - adopts the annual budget for the City of Indianapolis and Marion County for 2013 (Administration and Finance portion only)

PROPOSAL NO. 295, 2012 - adopts the 2013 operating and maintenance budgets and tax levies of the Capital Improvement Board of Managers.

PROPOSAL NO. 314, 2012 - approves the Department of Public Works' purchase of certain real estate owned by David J. and Herta Marie Baird for construction of a relief storm sewer project (District 25)

Parking:

PROPOSAL NO. 315, 2012 - amends the Code to limit the number of citations for exceeding the maximum period of time in a parking meter space to one citation a day per vehicle and to allow a person to deny a violation and request an administrative hearing by electronic mail or United State mail
