Time for a fresh look

Good article, but it leaves many questions unanswered. How long will this Memorandum of Understanding (MOU) between HSI and ACC be in effect? If HSI ever starts operating in the black again, will their policies change? Who at ACC determines that pits and pit mixes are not adopted to the public? Are we to assume that if a pit or pit mix ends up at ACC that the dog will the euthanized without the benefit of temperament testing and at least some sort of effort to find it a home? And if the 2002 Task Force Assessment (which can be found on www.spayneuterservices.org, section XI) found that there was no overall benefit to the then-contract between ACC and HSI, why are we doing this again? It’s time for a fresh look and approach to animal control and welfare in Indianapolis, but as long as ACC is under the control of long-time politicians like Scott Newman and Steve Talley, not much will change.
